D.C. Council members quizzed city lottery and other officials Wednesday about a fast-moving plan to launch a virtual casino in September during a belated hearing on the District’s online gambling law.
In one revealing exchange, the executive director of the D.C. Lottery said that — along with poker, blackjack, bingo and other games – the city will allow what amounts to virtual slots.
“Do you expect to be offering slot machines?” asked council member Tommy Wells.
“Yes,” responded Buddy Roogow, the lottery chief. After a moment, Roogow added: “They do not meet the legal definition of slot machines. They are in fact random number-generated machines.”
Later, Wells said: “It is essentially online slot machines. His attorney told him he had to make a distinction. I was very aware of that interaction.”
Wells said more questions have been raised in hours of hearings on the issue than have been answered.
